GENERAL POSITION DESCRIPTION AND DUTIES: This position is responsible for performing complex professional library work; system-wide planning, implementation and evaluation of the youth services programs; collection development responsibilities for customers birth through 18 years. Cooperates with the Division Manager for Marketing & Communication to ensure the timely ordering of materials for children; consults with and directs the Assistant Youth Services Coordinator in ordering YA/teen materials for the system and provides budgetary input on the youth budget. Assists in ongoing assessment of the youth collection. Assesses community needs to determine library service responses in youth programs. Identifies opportunities and advocates library participation in community, state and national events that deal with youth. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: High school graduate or GED and two (2) years clerical experience to include one (1) year public contact and six (6) months of word processing or data entry experience; or an equivalent combination of education, training, and experience. Demonstrated knowledge and experience with microcomputer spreadsheets and word processing programs. Must be proficient in Microsoft Word, Excel, and Access. Applicants must be tested through the Employment Security Commission with an overall score of 50% on the computer skills tests for MS Word and Excel.

CONDITIONS OF EMPLOYMENT: A driving record and criminal background check will be conducted on selected applicants. Employees must have a current, valid North Carolina driver’s license with a safe driving record and maintain a safe driving record throughout employment. An offer of employment is contingent upon drug-screening test and receipt of negative results. Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.
GENERAL POSITION DESCRIPTION AND DUTIES: This position performs technical office assistance work in the Emergency Services Department. Employee will prepare reviews and interpreting various data integral to programmatic functions of the department; providing secretarial and administrative support to supervisor and management; be responsible for calculating time sheets, financial accounts payable and receivable, which includes billing, receipts, deposits, balancing and control; greet visitors and answer telephone calls providing information in response to inquiries and routes to proper person or department. Employee will maintain ledgers, reconciles and balances; assists in preparing fiscal reports; processes invoices for accounts receivable; prepares travel vouchers and reimbursements for staff; prepares water report by calling fire stations for water usage and submits report to PWC; assists in preparing department budget; monitor department budget expenditures; and maintains office supply inventories. Employee will compose and type correspondence, reports, and other materials
KNOWLEDGE OF WORK PERFORMANCE INDICATORS: Has knowledge of programs, policies and procedures of assigned department; of punctuation, grammar, spelling, and arithmetic; of modern office practices, procedures, equipment and standard clerical techniques. Have general knowledge of standard established bookkeeping principles and techniques to governmental accounting transactions. Is skilled in the use of popular and specialized computer-driven word processing, spreadsheet, and database programs. Is able to research and analyze program documents and narrative materials, and to prepare reports from information gathered; to make routine administrative decisions independently in accordance with laws, regulations, and County policies and procedures; to develop and modify work procedures, methods, etc. to improve efficiency; communicate effectively orally and in writing; review and verify accuracy of material; exercise tact and discretion in frequent contact with County officials and the general public; and establish and maintain effective working relationships as necessitated by work assignments.
